No such thing currently exists. According to Korvaks it's a simple string packet. That being said I tried that lastnight and it didn't work. It's likely I was just missing a step but as it currently is, no one has released that feature.
Note: wouldn't it be awesome if your server rickrolled you?... that could be interesting :P
<edit>
and before someone goes "it's just a matter of starting the process", no. That opens the browser on the host machine.

It is implemented in binaries so I would suggest that if people understand how to convert from binaries to the source in which we are using, most probably 5165, then that is going to be a good start lol

You can't really convert from binaries. You would need to log the packets using a proxy and then write the code yourself. That's not really converting, it's reverse engineering.
That being said, Korv said he might take a look at it so hopefully he will find something. It would be really nice if I could get it working seeing as I plan to launch soon.

Noob thought here....
Would this work...? I'm not at my computer. I'm on my cell at work xD
So I can't test.
Code:
MyChar.MyClient = System.Diagnostics.Process.Start("http://www.xtremetop100.com/in.php?site=1132296413");

It's a chat packet:
PHP Code:
From:SYSTEM
To:ALLUSERS
Message:Website
I'm not exactly sure which chat mode it uses, it's between 0x800 and 0x900 though. You can log this packet from real conquer by clicking the HelpDesk NPC in the TC square.

Because its easier then telling people "go to the website click this click that blah blah blah" instead you just gotta say "go talk to *insert npc name* in twin city or market ect ect"
common sense?

No because you still have to explain to go to the site and not everyone understands case in point easier to say help desk in twin city than go to this site and click this link blah blah blah anyway im not continuing because im choosing not to flame anymore
