it's hard coded like many other things tq choose to hard code in the client instead of making it modifiable through the configuration files, you will also have to hook the function the draws it instead of modifying the x coordinate directly since I believe there is not place in the stack for a 4 byte value (integer).

Haven't you noticed how the bar is always positioned correctly on the y coordinates.
