Firstly, "lag" is network latency, not frame dropping. Nothing is spiking, and nothing is lagging. You are dropping frames. Secondly, what have you done in an attempt to correct the issue? Have you replaced the mouse pointer to reduce potential frame drops?
I used to have fps issues with classic servers on windows 10, switching to 7 fixed them for me.
That's absolutely ridiculous. I'm not denying your claim, but you need to give this game up if that's what it takes to run the client. I hate Windows 10, but they're not supporting anything else. It's idiotic to downgrade your entire computer just to run a game from the 90s. I truly mean this, find a better game... or at least a better solution.

Yeah, at the times when I'm bored of conquer, I immediately go back to windows 10, especially on windows 7 there's this weird issue that when I turn on updates it takes a lot of ram for infinite scanning for updates and I never got to fix it.

Even Warcraft III was better than this. Halo came out in this timeframe. None of which experience nearly as many issues as this game does. This game is a ******* disaster. Hell, it started by only supporting Windows 95 and 98, and 16-bit graphics. Has it really improved since then? It still runs DirectX 8. It ran flash for nearly a decade. This game is trash.

Wow, comparing CO to WC3. I can't even. Let's put away the massive differences between the genres because that's so obnoxiously obvious that it would be silly to even start talking about - the target audience of this game was a very niche eastern market with very low spec hardware. They did a pretty good job at milking that cow.
