Problem connecting to my server

Hello there,
I have a problem when I try to connect to my server
I've used that source:

I edited confing, installed appserv, navicat, make the DB and executed SQL File, when I run the server it seems to work, I've download a Private Server client found on xtremetop100 site, I've tried to edit data.ini and others ini files, but when I try to log in it says network congested.

So what files do I have to edit to make my client connect to the server?
If the client of another PServer can't be used what should I do?

The only file you must edit is the LoaderSet.ini. (If the client you got use Nullable's loader)

I don't know what kind of loader the client I've downloaded use, btw if the server is 5669, can I use the loader in official client?
