If Conquer dies, nothing of the pserver will stand (my opinion)

Not really. Then all the people who love (Lol) Conquer will be forced to go to pservers, which, in most peoples' opinions, are better.

It won't die anytime soon, seeing as they make Conquer 3.0 and working together with EA.

Back to protection .
I've blocked all udp ports . but it didn't worked . the server was still attacked and taken down.
He's attacking the server port 5816.In event viewer as I can see , 1 time packets count : 100 , then the server is down.

Blocking the ports on the machine isn't going to do much of anything... The host has to block the packets so they never even make it to your machine.
