Well, hotkeys don't seem to save in my 4274/4283 client. Pretty sure they did save back then, and that it was always log/[ServerName]/[AccountID]/Setup.ini
But that file is not generated. Any ideas?

I believe you have to complete the login sequence for the client to save its settings (or at least the first step).
You shouldn't even be able to login with that type as general-data is required to make you login as th sub-type for set-location is a part of that packet lol.
