You need to post this in the sellers topic as a review with your proof. Also, if you been scammed you need to go to the support section and follow those outlines, if you do not have a black market trade post then you need to go to the complaint section also in my sig to report this with all your proof along with proof pf purchase.

Also:

Always do a trade on elitepvpers if possible.
Prefer known, tested and vouched providers over fresh and unknown one.
Read the providers customer reviews on this or the TBM section.
Get informations about a provider either by asking here or somewhere else.
Use common sense.
