You should be more specific:

- Do you want them to be changed permanently or temporarily?

If you want ARP to be permanently changed, it depends heavily on your router's brand and model.

If you want ARP to be temporarily changed, most temporary spoofers will easily do that for you.

This also applies to the MAC Address, but for permanent changes, it's easier and only your network card brand and model matters (not your router)

TMAC only spoofs the registry, it’s not permenent + doesn’t work on any AC.

All you do is buy a spoofer for MAC addresses and for ARP get an opened source wrt router. They like $40. Better yet just wait 3months. Get new router. Good to go.
