Where do i report a scammer?

I jost got scammed by a member from here, so im just curious where i can report and get the guy a ban?

I have screenshots and other details about the coincidence.

Well it seems that i cant really report anything on this board when the whole conversation and payment and everything is skype/paypal/email...

Its sad cos this guy has alot of positive trades and has alot of elite*gold!
I bought him some Xbox prepaid cards for a good amount of money..
Atleast Microsoft is taking action now as i got all the receipts and information, so their Advocacy Team is now on the case.

Sadly i'm not very familiar with this website.
So of course i hold some responsibility myself, and have possibly traded in stupidity.

But that does not of course justify stealing from me.

I dont know if i am allowed to just call out the name here? Sorry still a newb.
And he will of course deny everything, although i have screenshots and the original receipt on the items he wanted in return for the trade.
