I don't know the game that you are talking about, but usually you get a betakey through E-mail if you are lucky.
Closed means only chosen People get a key to play. Open beta is then the game for everyone, means everyone can make an account and play to find bugs. When the open beta is done the (hopefully) bugfree game will be released

As Aimless Angel said, it's only for korean citizens. You need a valid KSSN and a telephone connection in Korea.

TERA is in closed beta 3, this means you need to fill out an application form for the beta. Only 20.000 were chosen to play.
