Xampp Port changes himself automatically

Hello Guys,
i have a little Problem!
I made a little Webpage for a private Server.

First!
Some hours or days it works normally but sometimes not.(for some hours or days)

I tried to reinstall / change ports everything , but it happen again and again!

SO NOW WHAT HAPPENS?

1. When i start xampp everything is normal :

But when i open page in Browser:

PAGE DOESNT LOAD

The ports change automatically and i cant load the page anymore!

I tried to reinstall + change ports and also google dont help!

Some days it work, some days not !

I hope somebody can help me.

Which CMS are in use? If Drupal, You have bad luck.
Are MySQL the newest?

I dont know, but im sure its not Drupal.

Yes it is! It works sometimes perfectly and then theres some days/hours where it dont want to work
