Regarding mobile GPU

Hello, well, I'm not sure if this is the right section, but anyway...
Right now I'm using laptop with Radeon HD 6470M GPU. Normally, it should be clocked to at least 700 clock MHz , but for me it's set to only 300 MHz. ULPS seems to be enabled ( I did try disabling it, but doubt if it worked ), but it shouldn't be the case. Has anyone encountered similar situation? Is it supposed to be like that?

According to the rules that have been posted in this section, it is not.
In the Hardware Discussions/Questions section it has been recently allowed, since the moderator for both of these sections is the same person and these sections are very similar, this should not be a problem at all.

In addition, I have yet to see someone complaining that they had received an infraction due to pushing threads here, so you should be fine.

Have you tried uninstalling and reinstalling your graphics driver already?
Usually the GPU should only run at 300MHz during idle and non-3D applications, run at 450MHz during video playback and run at full speed while gaming.

You are not running the device off its battery, are you?
This would also cause it to clock down to save energy, but it should not go that far either.

Other than that, if the GPU runs into instability and the VBIOS has to restart, the card won't clock itself up anymore.
If this is not a driver issue, the chip or its VRAM might not be working properly.

Well, power adapter is pluged in. Now when you mention it, can it be adapter's fault (what if it doesn't give enough power for high performance) ? It has required 90W , but from time to time I get notice that performance is limited.

I reinstalled windows about couple of months ago, so updating drivers won't hurt.

Have You updated the BIOS?
How do you reinstall the OS? Please discribe the singel steps wjen you reinstall the OS.
Have you spoken with the seller of the laptop oder the service fron HP?

Well, I didn't notice it until I got GPU-Z tool, which is only about 4 days ago. Didn't try to update the BIOS yet. I reinstalled OS through windows restore. Didn't speak to seller of the laptop because I bought it second-hand.

The reinstall with windows restore was not the best.I think a normal reinstall with an DVD with win7 will be better.
