General Leak Section
As I wrote in discord,
I feel that we should create a leak section which specialises in a variety of topics. The section can be used for anything such as tutorials, EBooks, social media bots (for followers on outlets such as twitter, instagram), YouTube subscriber bots and tutorials, the list is endless. I feel this section would greatly benefit elitepvpers as the leaking section has a huge demand and user base and can include a wide variety of leaks. Obviously, black hat things aren't allowed such as cracked programs and stolen accounts, but I feel this idea would be greatly benefitical to Epvp and it's community. What's your opinion?

It's common pratice so far to release these kind of things in their appropriate section - just look at all those cracked bots etc. I don't think a designated section would benefit the forum, it would rather increase fragmentation because possible software could be found in the appropriate section as well as in the suggested leak-section.

This section includes everything that doesn't have a designated forum. It's nothing to do with gaming and such.

But what exactly would you classify as leak? Your given examples (except Ebooks) all have a section they fit in and we'd have to differentiate exactly what can be classified as a proper leak - your examples make me think of people starting releasing self-coded low quality tools tbh.
The biggest concern tho is the matter of the fact, that this could be very relevant regarding DCMA-Takedown-Requests. Actually relevant leaks (aka Warez, which we're already forbidding) are definitely subject to DCMA-Takedowns and cause severe issues. We could be crawled by bots (or even worse, people), which send a request to Google or even the hoster, resulting in our SEO-Rank getting reduced or trouble with our hoster.

Our biggest concern with your idea is the fact that the section probably will contain warez at some point. For the normal user it may be difficult to differ between leaks and warez. Furthermore we think that (as Frostall said) you can already share such things in their respective forums.

Of course, there's no stopping warez being shared, and there never will be - that's why we'd have moderators appointed to further prevent that from happening.
The majority - yes, you can find in other sections. My main point was to allow stuff which don't have a section/sub-section to be posted there. Everything excluding blackhat/warez.
Most of the sections which can be contributed towards in my said section aren't really that active anymore. And I feel like having a section where you can pretty much find all of your needs whether it be e-books, tutorials graphics, non-pirated programs, you name it, could be posted within there - giving people a general place to contribute and share ideas, but not only that, discuss, instead of attempting to start conversations in a section which nobody ever posts in.
^ And of course, that only applies to sections that already have their own sub-sections for my suggestion.

People already think that the "The Black Market" forum is about illegal stuff
this shouldn't be a bigger issue

In addition to what you said, a few handy stickies and active moderators there would also help in enforcing these rules. It's common knowledge that we here don't accept Warez, so a sticky thread highlighting what is illegal / a infractable or bannable offense would be somewhat beneficial too (possibly a one warning -> straight ban would be easier).
In terms of views, as I mentioned before, general leaks that cover everything are highly sought after in this day and age. Mostly tutorials and social media bots or tutorials on how to get, for example, Twitter followers and such. It's definitely worth looking into.
