Pretty sure this should work with TL as its working for me with ARS$ (argentina) ->

once your account is using the currency, you can just buy items like TF2 Keys (instantly tradable, if traded from another person) and just sell them on the steam market. this way you only pay the market cut instead of overpaying for TL giftcards.
