Pls try to change the first set of numbers, it is 200 and 210 in your sample. If you check some lines above, your 168 and 99 is shown as 16x16 and 32x32. This looks more like image size to me.

There is also some explanation in this file for each column:

hello guys,
we have client_files with several teleport points on the map that have no text.

Now how do I figure out what to put in the text_object.txt?

I typed in the console /frame and was able to find out the x/y coordinates, but unfortunately I can't find an entry in the _RefTeleport table with these coordinates.
