I'm releasing an .m file importer/exporter for Blender. It's made for version 3.5.0 but works on higher versions as well.
What can be done with it?
Well, basically this plugin allows you to import, edit and export the .m files of Silkroad. However, I should mention that this tool is far from being usable for production. It contains lots of bugs, will break the map texture and deletes/adds water on places where you don't want it to happen.
Furthermore this tool does not edit .nvm files so you cannot decide about walkable/non-walkable areas and the changes you made will be visually only. Though it should be possible to convert the map changes you made into navmesh with the
tool from @gigola123Here are some screenshots:
Maybe someone can make use of it, extend its funcionality or just have fun with it.

Thanks to @DaxterSoul for his file format and answering questions.
