Doing a complete new mastery isn't that hard, if you follow some simple rules: plain damage and stat scaling, for either offensive and defensive skills.
I made a mastery few years ago, giving the advantage of being OP (not a forced aspect), but also a glass cannon (which is not avoidable neither are you able to nullify that aspect with other buffs), worse than a wizard can be, but you also do have evade skills (knocking back with long cooldown, pricking the enemy with fear, or anything else for a fair reapproach). It did also quite fit into the PvP stuff.
Didn't took me as long as others tried to do their custom masteries.
It's all the matter of sticking to given patterns. If JoyMax was able to stick to a specific plan (scrap the unbalanced stuff after lv 110), so why should no one else be able to achieve the same result?
In fact, this mastery might have become popular, if the guys behind that idea would have made their stuff not so compact with misfitting debuffs/CCs.
