[Release] Certification Data Manager

Hello
I had this idea to make an app that would allow you to customize the Certification configuration
so I wrote this little app (I'm sure it's coded badly and buggy because I am an noob at coding :P but still it works somehow) and thanks to release of his with MSSQL support it was possible to do so.

Before you try it, change the SQL Info in SQLConf.cs to yours.
