In my opinion, damage increase and reduction scrolls should drop from monsters. It helps in leveling your character, too (although no one really uses them to level up their characters). I, personally, like rare items dropping from random monsters, also I like using damage scrolls to increase my chances to win with a giant party or unique, or reduce the chances of dying by fighting them. Make those scrolls drop from normal monsters by a chance of 1%, champion mobs by 2% and giants by 3% (no additional drop rate for party mobs). This way those items won't be super-rare (although I think from normal mobs it should be even less than 1%, maybe 0.5% because they spawn all the time). That's my opinion on those scrolls and all other items.
