Maybe DEP, try to enable DEP and add Gameserver there.

Do you have Data folder inside? Patched Gameserver? I think these two reason could help u.

Well i remember i had that problem, and reason was missing Data folder or Corrupted Gameserver, if u have data folder already, definitly u have to replace for other Gameserver, try others Gameserver and not only re-extract that own u have. Is it hard to give u a correct answer becouse you dont give much information, anyway wish you luck. If i find more fixes i will tell you here.
