how can i decrease the amounts of spawned hunters and thieves npc ones

well, if i would ever wanna do it *but it would take forever*, i would've changed the bsr of the chinese thieves to the european ones, and also changed the skill id's of the chinese thieves to the european ones, there you go, you've got european thieves spawning in chinese regions, i know it's a hard work, but it's the safest method to use since it won't wreck anything related to your database nor client if you know what you're doing (and you can of course change the thieves at a specific level, if you for example start a pvp cap 110 server, change the thieves from lv 110 up to lv 122 only).. etc

I guess it's hardcoded in the gameserver. You should use some re to figure it out;
