As for the spawn chance, there is a global value (_RefGameWorldConfig or such) where you can set the value of said spawn chance for champions if I remember correctly.
You can add a new monster, with the same ".bsr" file but with twice the HP, 1.5 times the damage, 3-4 times the size. Though the title of the mob will be "General" and not "Giant".
