No, global is not running fine.
Check your srGlobalService first, then others will lunch too, and also the database login info from the .ini's.
Disable your unnecessarily running adapters from VMWare, Hamachi, Tunngle, whatever you have installed past the few days, which also has installed a virtual adapter/loopback/etc. to your network system.
Also make sure that your database engine/service is also running and not being stopped/disabled.
When the cert and global are working fine, but everything past that keeps closing instantly, thats the most common issue with wrong prioritized adapters (different IP addresses getting fetched into the module, why the hell ever, blame joymax for that) on Windows 10 (which cannot be adjusted and fixed anymore like in Win7) or simply having the database not running at all.

Your problem is wrong settings on your files.

-_- 3 months on this scene mate, iam really good on this stuff, but you know everyone have to stuck sometimes, that's comon 2 days ago i helped a really expert guy with +3000 thanks and in elitepvpers to fix he's chat box lamps, so common, we are here to help each other , so please tell me what should i do , or think with me...
The chat box lamp switch was kinda pointed by me and fixed by florian... You only redirected the information, which got gathered recently on a topic not long ago. So not everyone knows the fix now, but he/she probably found that topic sooner or later to fix it on its own. That's how most of the people fix their problems.

OT: did you check adapters yet?
my point was, everyone needs a help, i did, and i checked ini txts, and cfg and server.cfg txts and wwwroot txts "dbconnect", and i tried srPatcher_1.0.6 aswell, i even tried new windows, and i even tried to make time zone automatic, what left to do ?
i just restarted the pc then i discovered this adepter, maybe its the problem idk really,
by right clicking it 4 options pop up

we are so close from the fix so please stay with me, my server is offline for more than 30 hours now..
FIXED FINALY, okay here is the fix guys so i make sure u guys dont stuck ever never like me later, the problem was the pc name was [alypc] when the sql server name was auto name wish means same as pc name but with big letters [ALYPC] so i had to change the pc name to Big letters name like [BLACK] then the sql auto rename it self to BLACK so now they are same so the Global_manager can connect and everything runing perfect, Thanks guys u are my men <3, and as usally u are the best guys, and i will make sure i help you too when u stuck, best wishes in ur life and in ur servers aswell guys
