People nowadays are messing up this game ... the best example is the one you show.
We know the common bugs, like getting stuck at an invisible wall (missing data.pk2 files, or regions not being implemented properly code-wise) or crashing upon entering a specific grid (regions being not enabled or linked with each other) or looking at it (map.pk2 missing files) but this ... seeing it first time.
A slow-mo moonwalking newb. in 2010, that might have gone viral in iSRO.
But seriously now, do you play on a hosted server (as a player) or hosting your own game (as the "developerZ")?
If it is your server, what have you done so far?
When did it occur the first time?
Initialized a backup and entered the same region once again?
Using a filter (which you are) that causes issues with your server and/or client?

OT: I've came across the same problem except in a different region back in Elamidas. I don't remember exactly how I fixed it, but it was probably something along the lines of re-extracting the navmesh, and map files of the location that is messed up and importing into client from a clean vsro client. Also don't forget the data folder for the gameserver.
Also, do you happen to be running multiple gameservers? Or is it just 1 ?
