Angry Sr_ShardManager billing dead

hi guys i need help idk why shardmanager say billing is dead i config all 100% (i think)

i use
DbConnect

go to Control Panel Setting Features on / off / go mark GCI and click ok

Check the port in server.cfg if it not same in IIS make it same of IIS Port

Go to server file location and search for FatalLog.txt and check last txt with today date and check it.

it may occur if you tried to add new regions in a wrong way
also it happens if you were trying to add new regions which isn't exist in your server data folder !
