I have done everything correctly and setup everything as I have done before, I am now getting a "Billing server dead" message when starting the shard manager. I have double checked everything and made sure all settings are right, and still this error remains, Any bit of help would be appreciated.

billing server is dead ! 06/28/2014 - SRO Private Server - 2 Replies Hello guys ! i installed my server like video guides on web and everthing works fine but shardmanager closes itself in 3 sec. i searched elitepvpers and another forum sites and everybody saying that : check iis settings and dbconnect. i checked and i did it like on guide. here is my dbconnect , shard ini , and error image. check this and help me please.
