Well, let's get to your issue. Alchemy is not something like the pop magic card system, which you can either disable via your server (turning off the service for the machine, the npc and the card item itself (plus the reward pots)) or using a parameter and trigger at your server.cfg.
Third way were using ASM ... Which is also the only possibility, afaik, disabling alchemy and/or altering *.2dt files inside the media.

So, it might include a lot of work for something you actually don't want to remove honestly. Just remove those elixir types (A, B and Advanced grades) and keep the rest for quest or misc regarding items like for the nasrun (devil spirit) or amalrun (angel spirit) upgrade stones: using a scroll, either bought at the grocery npc or dropped by a mob, which requires 4 materials converting them to the upgrade stone (yes, this is also possible).

For the record, there aren't any offsets disabling alchemy on the go like many other things.
