I think ur sql service is down or its info is wrong, so check sql info in ur certification (username,pass,table names....)
and start sql services

they are working fine with hamachi and with local IP [IPv4] when i put VPS IP it doesn't work everything is right but i dont know why

So there is problem with the public ip.

Seems like it cannot bind '146.148.21.7:36000'
Did you make sure there isn't another cert running to make sure the port isn't bound to anything? If not, run CMD and type in => ipconfig => IPv4 Address :: write that into srNodeType

You cannot run this behind a router without tricking the adapter...

Putting in the internal IP works for internal logins, putting in the Hamachi IP works for Hamachi, putting the external (WAN) IP won't ever work because there's no reference to said IP in Windows, so when it tries to bind it fails.
