The first screen is about the old login screen, mostly known as "Jangan-Dunhuang Wharf" and will be used by older clients like ecSRO. vSRO's client has the Constantinople Wharf screen.
You can (by searching around these forums) easily change the region, which is the regionID in hex, but that's it for that part. Camera placement (rotation, angle, etc) and character positioning offsets aren't public. People don't bother searching for it.
