Yea you may share them and let people implement a acc db for it
but will be bad if they aren't stable enough after bothering implementing that.

I like the idea of releasing them. It's interesting for developers to rebuild that files completly. Let's call it a challenge.

I agree with this.
You may as well release them now however, seeing as you already mentioned that you might. Its not like its going to effect the private server scene much at all.

Won't affect it at all. Missing client files ain't just "Mismatching textdata files". 2dts might be different, offsets will be different, client information will be different, interface allocation might be different, and thats just about the client.
The account database is missing, as well the other modules.
People heading for a "whats different" will get their chance and playground,
on the other side, those who want to make money out of it will fail miserably.

well, the VSRO v1.274 client might help
accountdb is easy to rebuild
other modules (i got the original twsro modules)
actually from 193 > 274 Joymax just updated the ShardManager and the GameServer
btw some of the VSRO 1.193 modules are modified 
i dont know what modifications they have but in fact they have some (maybe infected?)
who knows if VSRO 1.188 is 100% clean
