Plz Help Me Making Pserver

i thought about making a private server take us to the old times sake..
how it will be?
will be like 5% edition which means..
i can load the whole avatars package
no coin system no ****
EXP rate 1x SP rate 1x
SOX drop from mobs 1x
no silk/hour
no useless scrolls and teleporting (Silk - and invented scrolls)
no begginers items just the EXP tickets and 0 Gold
i wanna make this server HARD AS **** for the OLDSCHOOLERS
i wanna make u ride a horse to training place as oldschool not just free REVERSE
i wanna make Ppl search for unqs not just teleport to the spot

Help me if u know which files to use to make this happens actually i've no idea about developing and i think this won't take much developing
Help me with your ideas and im ready to make that happens

you need just change the server.cfg edit the exp sp item etc or what you mean ?

i need oldschool files, i dont want euro mobs to spawn everywhere, just need a copy of ISRO D8, where to get them?
