To make this more clear, since there will be morons *cough* Syloxx *cough*, not going to mention any names, trying to rip this state off and make their own conclusions:
You are able to reparse the databank lines as a usual player/server visitor. You have write your own .dll. Dunno who wrote one few years ago, he was simply showing off, that you were able to download every actively used file (text, mesh, texture, definition, scripts, etc.) by using empty packs (pk2). "Filling" them by just playing the game, real time downloading and fetching. Just a simple file replacement.
Sure, just someone with skills can do this, but hey, if I can do it, you can do it too.
