What exactly do you want to change? Max mastery level or skills max level?
If you mean skills max level then you have to-:
1- open textdata_equip&skill
2- search for the skill name that u want it to be max
3- Copy the skill code
4- go to skilldata_xxxxxenc [ the text which have ur skill codes,lines ]
5- search for the skill code in #3
6- If you found it, press home button [in your keyboard]
7- Go to skill_code_(max number) , set service to 0
If you mean mastery max level, then just patch your sro_client.
