When I was getting attacked on my server I tried a shitload of anti-ddos programs... none worked.
You cant block a huge attack using any software.

A guy with a brain should not even discuss it; a software is non-use.
When million packets enter your windows OS the computer can't handle it and cpu usage gets mad. Therefore a software cant work with that packets, its stuck too. But an external firewall which is made only to handle those packets will filter and pass the good network to the OS.
However the threadopener's problem isn't ddos, its the HDD.

You're sure?
It could be anything and unless OP really monitors the server you can't say what's causing this problem
I'm sure that it's NOT the HDD

Haven't looked in the boot options of msconfig for quite some time
Maybe just because of the fact, that it'S somehow not understandable why someone would actually disable cores of his cpu (not talking about single-core to multi-core). Due to compatibility issues is most unlikely as 8-cores are same "multicore" as 2-cores
About the sql database-size - Looks like it got upgraded in 2010. Initially it was 4GB only

Most of the "install/run" based software, ddos protections are bullshit, not going to work. It will still receive packets and overload the hardware. As much as i can see his server is not probably under ddos attack in there or he would probably disconnect from the rdp. Though i have no idea what his problem might be but pretty sure not ddos. A ddos would absolutely load a dual core cpu to 100% or at least use 100% of the network connection which would result an instant disconnection from rdp. He is complaining about lag.
Edit; realized after reading the third page, thanks to Silkbotter.
If he is using a vps, and if the network/HDD is shared for vms, while others are using it whole the network/HDD will be under load so it will cause lag.

Yup
But weird thing is, the cpu only supports 32gb of memory. If that is a virtual machine with 24 gb of ram, other virtual machines would have total less than 8gb. So i am assuming it can really be HT and two cores disabled lol.

Have u optimized ur server performance for background or foreground tasks?
Are you getting a shitload of errors inside either one of the servers?
Your screenshots are showing a cpu load fluctuation between 30-ish and 95-ish percentages. Have u tried to conclude whats eating so much?
