If you don't have SSD -> LAG
Or that Unique tool (i think it's unique logger) maybe causing that CPU usage, if circle doesn't have a moment to rest the cpu)

SSD kullanman lazım SATA II diskler lag yapar, yeteri kadar hızlı değil
Resimde sol altta görev çubuğunda gördüğüm unique programı CPU kullanımını çoğaltıyor olabilir... DDOS olsa o hosta öyle giremezsin.

From my experience to have no lag (sure if you are not under attack) you have to use SSD, I have run 1000 online with a i5 8GB Ram + 2nd server QuadCore 9600 with 4GB Ram, with SSD and no lags at all.
So you can trow away all this this Xenon Opteron with 100500 GB Ram, it doesn't help you with anything.

A good HDD easily gets to 150MB/s writing speed.
That's more than enough, even with all the stuff it has to read at the same time
As long as you don't have to share it with other people

I am aware of this
HDDs still keep over 100MB/s(most)
The SQL Server optimizes writing/reading as well to keep the performance as high as possible
OP should monitor the HDD(windows has tools for this as everyone should know) and the other components
That should help finding the cause

Is that a virtual machine?
Xeons do not have 1 (or 2) cores.

Noticed this as well
Either the cores are disabled(I highly doubt this) or it's running in a VM
That might be the problem(or better: reason)

You can't disable a certain number of cores (afaik).
Either disable multicore or Hyperthreading. None of both would lead to 2 cores.
IF you are running it on a VM -- Install the database engine on the main OS outside the VM!
Besides that you may want to uninstall the sql server DEMO called "Express" due to its limitations in RAM-usage (max 4GB for buffering), CPU-Usage (Only 1 Core) and DB Size (4gb raw data)) and switch to an enterprise version. And don't use any 2012 version or something - On these services, sentences like "the newer - the better" are completely wrong.

Of course it's possible to disable the cores("disable"; you can tell windows to use less)
And SQL Server Express is limited to 1GB RAM and 10GB DBs

In fact, This **** software in your eyes works better than many offers for DDoS hardware protection nowadays. Lets be honest.. Hardware is the best for those who have money to waste.
Botnet DDoS could be secured by many ***** that you may do not know in windows 2000 and older versions.
