Apply/Enable EU chars in Database ?

Iam using a Database with CH chars only ! Now i wanna use EU chars too !! At the moment when i create a EU char i get error "Failed to create a character!Please try to connect again.(S1027)"

what i need to activate or enable that i can create EU chars too ?!

Use the default database instead of some ****** server's DB.

I think there was with one of the vampire skills. People said it was supposed to be an xp skill but they could use it without having to be on XP.
