On _RefBindAssocServer table (or similar name), there are the regions enabled on the gameservers. If you have only 1 GS, set 1 to the Eu regions and CT fortress, so it will be enabled and you will be able to spawn there.

Next time you post an error, I would recommend you to post also the error that your ShardManager/GameServer display so we can know better what is wrong.
