Problem launch the client

Hey all ,
I have a probleme my server are on my dedicated server , my server is ON .
but when i launch my client he say the server is OFF i don't see the START idk why , my pk2 is good i have add the good ip :s , the dedicated are , Windows server 2008 R2 please help me thanks

open ports in your firewall 1500-1600

not working i have open all my port and desactivate the firewall but don't change anything :s.
