How to change mob spawn rate? (Chernobyl* check this please)

Is there anyone who knows how I can change monster spawn rate? I want to decrease it but I do not know how to do it. Also when I decrease the spawn rate it effects all regions or can I change the rate on just one region as well?

first, why ppl keeps making "title+ Cherno/Dr. Al..... please check" is annoying

second, spawn rate isnt anywhere on configs, is on gameserver, you must debug it to find correct value and change it

You can't change it in the config you have to debug the program with for example "OllyDbg" find the correct value or values and change it.
