Change the SET @RATE = 10 - "10" to the value you would like your rates to be multiplied and execute.

For those who dont know how to "use" it. New query(Shard Db)-> Execute. If your Shard db has a different name change this USE SRO_VT_SHARD to USE Your_Shard_DB.
