my gameserver lags ?? is my hardware enough?

hey guys,
i've a private vSRO server .. with 900ppl online
my slots are on 1000 .. and have some lags (sometimes)

and my question is if i need a better hardware for this ?!
my ping : 17~21ms


my server:
i7 2600k
16gb RAM
100mbit
2tb hdd

and my cpu / ram are not even half used

so can any1 say me why it lags?
maybe i set smth wrong ? in my configs?

edit: its a server with 100mbit

reached 11mb upload yesterday (speed test)
download the same

speedtest (1min ago)

I think your internet connection is slow...
100Mbit = 12,5Mbyte (100/8)
Think about that... there is 1000 players... that means 0,1Mbit/player = 0,0125Mbyte/player = 12,5Kbyte/player...
I think it is a bit slow for that. But i dont know exactly.

did u check that ur server security is oky !?
that mean maybe some one attac ur server by a kind of packets

i checked the server upload and i was "only" 3~4mb with 900ppl
