when the server files out let the noob create server so that other noobs can join them, the good servers will be on extreme top 100 top 5.

Sorry but XP and SP rates cannot be altered on official silkroad files, as you can see on this, taken from my server.cfg files:
ExpRatio 100
ExpRatioParty 100

DropItemRatio 10
DropGoldAmountCoef 10

As you can see the SP and XP rates will be ALWAYS be the same, so your server is a fake like a house

i think the server files just need to be in the right hands. someone who knows how to crack them (xtrap etc.). someone like pushedx.
