DWord - CharID
Word - Chat Counter
String - Double Byte String which contains text

If you ask if this is 'ANSII' or Unicode, you shouldn't be using packets.

there's ASCII and ANSI.

Anyways, it doesn't really matter because ANSI is pretty much extended-ASCII iirc.
