"Storm" sound bug in the game

Hello I bet that u have noticed that strange sound bug that occurs even if you turn off sound completely in the game. STORM! It's loud as hell and makes no sense if sound if off, right!? There were some accidents where i really got shocked because this sound scared me LOL
I don't really understand how Joymax did it or actually how the did not fix it for past 20 years
My question is : Do you guys have ever tried to fix it and succeded? If yes, can you please explain to me how to delete it or mute it without replacing it with "no-sound" file so it doesn't bother players
I would highly aprreciate your help and suggestions,
