i have a question.... i have now lvl 13 wizzard can i skilll bard? for move speed?

Look out for Wizzard guides and you will see the + and - of their subtrees.
For your question, yes you can add Bard and get some more speed.

For each lvl u can add 2 mastery lvls
So u are able to max 2 skill trees
Like when ur lv 100
lv 100 bard lv 100 wizzard
bard is usefull because u noise and moving march these are the onliest ones u need to max

You need some decent SP farming for opening more skills. Read about 9Gap, SP in general and OngFarming (google is your friend here).
