Now I wanted to be back to the game, and I heard that one of the ways to get instant access is to be a vip silver memper, so I just have a question, if I charged to get 300 silk and became silver member, does it have time limit to expire? even if I'm active? so is it a tier you get and stay with you, or renewal every month?

Yes, they do have a time limit and they do expire. VIP benefits are calculated monthly and will end if you do not continue charging/spending the required amount of Silk per tier per month.

Depending on when you charge/spend, you can extend your VIP period slightly beyond the 1 month period. Spending silk anytime after the first week of the month will allow your benefits to roll over for a 2nd month (since 28 days will not have passed on the following month's VIP end/calculation date).

The best way to benefit from this is spending your silk after the first 4-5 days of the month. This way you can get up to 7-7.5 weeks (nearly 2 months) of VIP benefits for the price of only 1 month.

You also get instant access benefits from Premium PLUS - so what many casual players choose to do is to use their silk to purchase premium and then enable their premium after their 2 months of VIP expires. This really allows you to get up to 3 months of instant access for the same price.
