C9 isn't a "ping timeout" error.
when you login, the LoginServer gives you a login session,
the GameServer is comparing the login session that the client is sending, to the login session that the LoginServer has under your username.
C9 is an "expired login session" or a "wrong login session".
C9 usually happens when you have a high ping and someone logs in at the same time with you.
if you're a bit late with the sending of the login session to the GameServer and the other guy already logged in, your login session will automatically expire.
But that's not the case here, the case here is probably a wrong server ID.
try to extract the bot from the ZIP file, to a clean folder, and then to login 3 times.
if the problem continues, I have no idea, maybe your network can't stand more than 2 connections to rSRO, which I doubt.
