Yeah, it's safe.
The only things you need at start up in XP PRO are the firewall, that shouldn't be the built in Windows one, your Anti Virus, maybe your Wireless Adapter utility (I don't use Wireless)
So that makes 3?
Then again, people want programs like Yahoo/MSN, Skype, those types of applications always require them to start up when you switch on the PC , unless you change it.
That type of stuff is what really slows down your boot up time, also,
Go to Run > MSCONFIG > Services > Uncheck " Background Intelligence Transfer Service,
