Are you stupid? Or are you just trolling? Of course MeGaMaX can do that, he has the source code. However Sailor was never supposed to be a "3 race server." Also, even if he wanted to, I'm sure the work on Islamic race and Persian map regions are not complete, therefore a lot of additional work would be required, it would be an incredibly difficult task... I am not even sure if he would be capable. His religion has nothing to do with the possible addition... it appears as your account is just a troll so I will stop replying to you.

Something that we can likely agree on; a new race could potentially be increased in the next Legend update. However, we have all seen the exp values required to reach 140... a new legend won't be coming out within the next 5-6 years at least.

the heck is persian lol, its islamic-arabian race. persians got conquered by arabs and got converted to islam by force.

Anyway, noone can do it, because simply the files are not there. Otherwise someone would've already dug in and at least show the characters etc. Islamic race was planned, but something happened before any serious work had been put into it.

Silkroad files got leaked during those times, and it probably got cancelled after that, and became a myth.

Completely false. Anyone with the source code of the game can do it.

The thing is that nobody would even dare to do it because of the pure effort needed to create brand new animations, effects, gear, skills, and endless other things. As you said, the files are not there. However, that does not mean that it is impossible.

If those existed, then it would not be too difficult for someone like megamax with the SRC to do it.
