SRO Server List- cant open it

Hello everybody. I am trying to open the SRO Server List 1.0.0.5. When ever i try to run it it says something like "Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item." Can you tell me step by step instructions on how to make it so i can actually run the file.

probably youre firewall or antivirus is blocking it try to shut them off or make a rule so they accept server list to be started
